Just like Calabar and Lagos carnivals, the Port-Harcourt carnival is largely into the exposition of the cultural heritage of the people of Rivers state. These can be seen in their dress, music, and dance among others.

The Port Harcourt, Rivers state cultural carnival usually takes place in the month of December of every year in Port Harcourt city. The event will return again in December 2022 but the date is yet to be announced by the organizers.
One unique feature of Port Harcourt carnival is that it combines the contemporary Caribbean-style carnival and cultural carnival. There is always an influx of people in the capital city of Rivers state during this unique festival that takes place every month of December.
Port Harcourt cultural carnival does not have any age restriction nor is it peculiar to the indigene of River state, Nigeria. Others who are non-citizens of the state that want to take an active part in the carnival are free to attend.
